Tazer System [Simple, & User Friendly]

Hello sa-mp users, today I present to you an tazer system. The reason for this release is, I have no use of this script, and I created it a while ago. I realized there weren't really any working tazer systems on these forums, therefor I've decided to release this here. Please note you must format this into your gamemode.
